My dear Lord Lyndhurst, The Marchese Guistiniani can have no difficulty in obtaining letters of naturalization from the Home Office when he can show the previous residence in the country and the intention to continue to reside here which are the conditions required for such letters and as far as the privileges go which such letters confer, I apprehend that no act of parliament is required to enable him to obtain them. But the act of parliament which he seeks to obtain would further enable him to sit in parliament and to be a member of the Privy Council, and for such provisions the consent of the Crown seems to be required. Now it does not appear to HM Government that there are at present any adequate reasons for conferring such capabilities on the Marchese Guistiniani. The Marchese is at present a foreigner without a British title and without any British property, and it seems difficult to find a reason for distinguishing his case from that of any other foreigner who may wish to be naturalized in the United Kingdom. 29.5cm x 21cm.
